The Cebu Manila Water Development, Inc. ("CMWD") is a joint investment agreement between the Manila Water Consortium and the Provincial Government of Cebu (PGC), with shareholdings of 51 percent and 49 percent, respectively.The Manila Water Consortium, composed of Manila Water Company, Inc., Metro Pacific Water Investments, Corp., and Vicsal Development Company, Inc., entered into an agreement with the PGC to develop, operate and maintain the bulk water supply system that will supply 35 million liter of water per day to target cities and municipalities in the central and northern portions of the province, where only less than 50 percent was previously served. The term of the agreement is 30 years starting in March 2012, renewable for another 25 years.On December 13, 2013, CMWD received a Notice of Award for the bulk water supply to the Metropolitan Cebu Water District (MCWD). CMWD has started its commercial operations following the delivery of an initial 18 million liters of water per day (MLD) starting in January 2015 and it is set to increase its bulk water delivery to 35 MLD by 2016. The bulk water supply project is expected to augment the delivery of water services in other areas covered by MCWD.The Cebu bulk water supply project is the first in the province to utilize a large-scale sustainable surface water source from Luyang River of the municipality of Carmen, Cebu. It is expected to improve the current groundwater condition in the province which has deteriorated due to over-abstraction from excessive use of deepwells.CMWD has identified other bulk water and distribution opportunities that will sustain its operation.
