    The good things1.Gives staff the liberty of doing things base on your own research to implement project activities. 2. Strong technical source of field project intervention 3. Advance issuance of staff's payrol/ payout 4. Abundancy of resource materials useful in project implementation 5. Created venue for staff development
    The challenges1. Operational support needs to be improved 2. Decision making must involved field staff 3. Provision of field incentives such as per diem during field works not limited to out of coverage area only
