Civil Engineer (licensed)
Preferably DPWH-accredited Materials Engineer (ME I or II)
Knowledge in:
Soil classification (Atterberg limits, sieve analysis)
Concrete testing (slump, compressive strength)
Asphalt testing (if applicable)

Hands-on experience with:
Soil tests (compaction, CBR)
Concrete cylinder/cube testing
Aggregates testing
