Facilities Manager

Role Summary:

The Roving Facilities Manager will oversee the maintenance, safety, and efficient operation of all Isla Terra’s physical properties/facilities (residential, commercial, and mixed-use facilities) and grounds. The role will balance strategic planning and daily operation by supervising maintenance teams, addressing tenant concerns, executing facility improvements, repairs, fit-outs, and special projects, as well as managing vendor contracts, controlling budgets, and ensuring compliance with local and national building codes, occupational, safety, health, security, and environmental codes and best practices.

Key responsibilities:

  1. Building Operations & Maintenance: Coordinate preventative maintenance schedules and execute structural, mechanical,  electrical, plumbing/sanitary, and architectural/civil work repairs. 

  2. Budgeting & Procurement: Negotiate service contracts, manage facility budgets, and track ongoing expenses to optimize cost-efficiency.

  3. Tenant Management and Tenant Relations

  4. Health, Safety, and Compliance: Conduct regular safety audits to ensure adherence to local building codes, fire regulations, and health and safety standards.

  5. Team Supervision: Recruit, train, and manage custodial, property engineer/s, maintenance personnel, and security personnel.

  6. Space Planning: Assist with office relocations, leasable space reconfigurations, and fit-outs and renovation projects, sustainability projects, and other special projects

  7. Manage the physical structure and utility systems of the building, including HVAC, plumbing, electrical, and building auxiliary systems.

  8. Oversee daily services that support tenants/occupants, such as cleaning, janitorial, landscaping, and renovation.

  9. Routine Inspections: Conduct regular property and equipment checks, establish, monitor, and implement preventive maintenance procedures and best practices

  10. Planning, Technical Coordination, Cost and Quantity Estimating

    • Review drawings, specifications, and scopes for constructability, sequencing, and technical risks

    • Provide technical input for value engineering and risk mitigation initiatives.

    • Generate and prepare detailed cost and quantity take-offs/Bill of Quantities/Bill of Materials

  1. Construction Project Execution, Direct and ‘By Admin’ Construction, Gencon/Subcon/Labor Management, & QA/QC

    • Provide technical oversight of site execution and act as the primary technical authority for Foreman-led works, issuing approved method statements, quality requirements, and technical clarifications

    • Review and validate progress reports, quantities, and billings to ensure alignment with approved designs, schedules, and budgets

    • Implement and enforce QA/QC procedures, including inspections, testing, and documentation of works and materials

    • Identify non-conformances, construction risks, and technical issues, and recommend corrective actions in coordination with the project team

    • Manage and supervise direct/admin workers/staffs, general contractors, sub-contractors, specialty trade contractors, labor/pakyaw sub-contractors

  1. Handover & Project Close-Out

    • Verify completion of punch list items, testing and commissioning activities, and close-out requirements

    • Coordinate and review as-built drawings, warranties, and operations and maintenance manuals to support smooth project handover

13. Develop and enforce safety protocols, disaster response plans, and evacuation procedures

14. Financial Management

  • Budget Administration: Create, monitor, and manage the operational and capital expenditure budgets for the facility.

  • Cost Optimization: Analyze utility consumption and identify energy efficiency initiatives to reduce operational costs



Qualifications:

  1. Licensed Electrical or Mechanical Engineer  (8 years above)

  2. Must be willing to travel and be deployed to multiple projects sites nationwide.

  3. Minimum 8 years of experience in property and maintenance management, construction management or project execution. 

  4. Strong knowledge of Philippine building codes, permitting processes, and construction standards.

  5. Experience working with contractors, suppliers, LGUs, and regulatory bodies.

  6. Extensive experience in property and building maintenance and client/tenant management

  7. Experience in executing construction projects thru direct supervision/ ‘by admin’ execution

  8. Strong analytical, problem-solving, and people-management skills.

  9. Proficiency in facilities management and construction monitoring software.
